feat: migrate to Tailwind CSS v4

Replace @nuxtjs/tailwindcss with @tailwindcss/vite, move theme
tokens into @theme inline in main.css, drop tailwind.config.ts.

fix: revert tailwindcss to v3 to keep @nuxtjs/tailwindcss config working
...
The v4 bump moved the PostCSS plugin to @tailwindcss/postcss, breaking
the production build while the project still uses a v3-style
tailwind.config.ts and @apply components.

Cleans up stale implementation artifacts:
- Delete legacy `src/webhook.ts` (dead code per AGENTS.md)
- Delete admin composables `useMe.ts` and `useRoutes.ts`
- Remove unused dependencies `jose` and `yaml`
- Remove stale `Me` interface, `FILTER_LABELS`, `invalidateConfigCache`, and formatter re-exports

- Add npm scripts db:migrate (local) and db:migrate:prod (remote) for
wrangler d1 migrations apply webhooker
- Document the D1 database creation + migration step in the deployment
guides (README en/zh, docs en/zh) and AGENTS.md
- Note the d1 execute fallback for databases already migrated manually

fix(deps): bump @cloudflare/workers-types to v5 to match wrangler peer

wrangler@4.118 requires @cloudflare/workers-types@^5, so a fresh
`npm install` (Cloudflare Workers Build CI) failed with ERESOLVE against
the old ^4 pin. Align to ^5; typecheck, lint and tests still pass.
